Whats surprising or looks like surprising is not that gujarat fared well , but that uttar pradesh is much much better than maharashtra in terms of having employment of 15 & above.

Overall country has 3.8% unemployment rate. Congress Ruled delhi (sheila’s 3rd term) does not seem to be going well as far as employment is concerned. Its performance is worst as there is unemployment of 4.8% . May be sheila can blame up for it and claim that up ke berojgaar delhi mein aajaate hain , so up has 2.2% while delhi is 4.8%.
The report does strengthen perception of Modi being development man. No matter how much his critics slam him , such reports coming from Chandigarh Labour Bureau. The bureau is an apex organisation for providing data base at the national level for research and policy formation.

thank you for your question. Out of one billion we have to minus 0-15 years and 60+ years . People in range of 15-60 are considered to be employable… Then minus women who prefer to remain house wife. (they cannot be counted as unemployed since they didnt apply for employment at first place).Now out of remaining people who come in employable category, majority are in unorganized sector. Add lower hourly rate and higher inflation and you get your answer…

The progress of any state is to be evaluated by its job generation.
When we talk about employment what is the category we are talking about. It is possible that a person has to self employ by necessity to survive and in such cases there is no contribution of the state to his employment & cannot take credit.
Persons from certain states of India would be reluctant to do any job below his dignity and thus will not self employ and these states will show a larger unemployment
the comparison should be fair to judge the performance of the state concerned
